Wings are created using Chaos Goblin NPC in Noria.
Before you start crafting wings, you should know about Magic Stones! These are new since season 13.
In order to craft Magic stones you will need to select special option in the Chaos Machine NPC "Magic Stone Combination"
Lower:
Regular items - minimum +9+12
Medium:
Excellent items - minimum +9+12
Higher:
Ancient items - minimum +9+12
Superlative:
Ancient Ruud items - minimum
Bloodangel +9+12
In-Game Bloodangel will show Higher stones but it does in fact give Superlative Stones.
Also Superlative Stones Can be bought in Ruud Vendor
Level 1 Wings
Select "Enhance/Craft Equippment" in the Chaos Machine.
Then Select "Wing & Cloak Combinations"
Step 1:
Chaos Weapon Combination.
1. In Chaos Machine, select "1st Wings- Chaos Weapon"
Any Item - minimum 4+4

You can increase chance with Bless and Soul
Step 2:
Wing level 1 Relic Combination
Materials:
Chaos Weapon +4 / Option 4 or higher

Jewel of Bless or Soul will increase the chance
Lower Magic Stone will increase the chance

Step 2:
Wing level 1 Wings Combination

Lower Magic Stone will increase the chance
Result:
Upon sucess, you get random wings or cape

There are 4 different Monster Material items, and they all drop from Metal Balrog or Zaikan Invasion. This is ParagonMu specific.
The output is no longer class specific as of Season 18, wings are random upon craft.

You can apply additional options and stats by crafting and upgrading a Wing Core
Wing Core will also change the looks of your wings
